Some business owners complained that burglaries rose as a result.<br/><br/>That prompted city officials to take a closer look at the codes.<br/><br/>"We discovered there were provisions for fences all over the codes, some of which were oddly descriptive, some vague and many that didn't make sense," said Alex Dambach, principal planner for the city's planning board.<br/><br/>The consolidated fencing rules would ban barbed wire from the front of a business if it is visible to passers-by, but allow it in the back of a building. They also would ban <a href="http://www.steellong.cn/Wire-Mesh-Fence/Chain-Link-Fencing-371-1.htm">chain link fencing </a>in favor of fencing made of tubular metal or wrought iron -- both of which are more expensive.<br/><br/>"Small business are already suffering because of the economy, and now they're asking us to pay for this?" said John DeSantis, owner of a lot used by an auto repair business in Newark's West Ward. DeSantis said the business has been broken into more than a dozen times since he removed the barbed wire at the city's request last year.<br/><br/>The Church of Christ sits across the street from DeSantis' lot, and the Rev. C.H. Thomas said 15 or 20 cars have been broken into or vandalized in his back parking lot since he took his barbed wire down. He is not a fan of the city's effort.<br/><br/>"My personal idea is that before you beautify the city, you make it safer," he said.<br/><br/>Homeowners with <a href="http://www.steellong.cn/Wire-Mesh-Fence/Chain-Link-Fencing-371-1.htm">chain link fences </a>in front of their houses also will have to change to tubular metal or wrought iron. That got a divided reception from some residents Wednesday.<br/><br/>Ed Bowles, 66, a Newark native, felt the city should take on some of the financial burden.<br/><br/>"If I'm being forced to make improvements to my house to improve how the city looks, the city should pay for it," he said.<br/><br/>That view was at odds with the one expressed by Byron Clark, an organizer for the Forest Hill Community Association in Newark and a four-year resident of the city. He compared the fence initiative to requiring children to wear school uniforms.<br/><br/>"Part of the urban transformation is in the way things look, and often times in urban areas expectations are set too low," he said.<br/><br/>Dambach said enforcement of the rules is the key remaining issue to be resolved before the proposal is presented to the full planning board. He said that if existing homes that violate the codes aren't exempted under a grandfather clause, they would be given "a few years" to come up to code.<br/><br/>City Councilman Ronald C. Rice, who represents DeSantis' district, echoed that sentiment.<br/><br/>"We have to balance good public policy with efficiency and realistic expenditures," Rice said. "We are in a recession, and people don't have a lot of money to get capital things done on their property. A Singapore-based public safety company will showcase a new technology that is touted to prevent landslides, rockslides, and mudslides that frequently result in the closure of roads in the different parts of the Cordillera, the Department of Public Works and Highways (DPWH) announced over the weekend.<br/><br/>The <a href="http://www.steellong.cn/Woven-Wire-Cloth/Stainless-Steel-Mesh-202-1.htm">wire-mesh</a> technology will be tested on a 200-meter, landslide-prone stretch of Kennon Road which will be used by the company to illustrate that there are ways and means to prevent the occurrence of landslides.<br/><br/>Engineer Roy Manao, DPWH regional director, said that representatives of Geobrugg company have inspected the place on Kennon Road where it will apply the <a href="http://www.steellong.cn/Woven-Wire-Cloth/Stainless-Steel-Mesh-202-1.htm">wire-mesh</a> technology which is expected to stabilize the areas alongside the historic zigzag road.<br/><br/>With the technology, non-corrosive metal balls will be installed together with wire-rope nets and will use soil or rock nails for flexible slope stabilization.<br/><br/>The anchorage is inflexible and cost-intensive on account of the pre-determined geometric form of the nets and the rigid, narrow anchor spacing, the DPWH said.<br/><br/>Manao said the <a href="http://www.steellong.cn/Woven-Wire-Cloth/Stainless-Steel-Mesh-202-1.htm">wire-mesh</a> technology had been tried and tested in Switzerland where the company had changed the shotcrete portions of the slopes, adding this eventually restored the vegetation which helped hold the mountainside soil from being washed away by rains.<br/><br/>The DPWH said the company will install the wire-mesh structure on Kennon Road for free.
