China increased the export tax rebate for labor-intensive, mechanical and electrical products in the second half of last year.

The increased tax rebate has in a sense eased capital pressure for some businesses.
China unveiled a slew of tax and foreign exchange policy changes to boost its exports, which saw its worst monthly decline in more than a decade in February.

The government will raise export rebates for textiles, steel, petrochemicals and electronics etc. China raised the export rebate on 3,800 items to maintain growth .It was the sixth increase since last August when the government decided to raise refunds in an attempt to tackle slumping exports amid the global financial crisis.
Rebates will also be increased for non-ferrous metals, light industrial products and information-technology products, the notice said.

In a separate move, the country's foreign exchange regulator decided to raise the amount of short-term foreign debt that banks may incur by 12 percent to boost trade financing.
The move is aimed to facilitate growth in the real economy and boost trade financing," the foreign exchange regulator said. China cut the banks' short-term foreign debt quota by 10 percent in 2008, after lowering it even more sharply in 2007.
Experts are of the opinion that while these measures would certainly help exporters, it does not address the fundamental problems.

The latest tax rebate hikes will partly alleviate the woes caused by the declining demand in international market," said Ma Li, analyst, China Galaxy Securities.
"But it cannot fundamentally solve their problems as the main cause of their woes is the slumping overseas demand," the analyst said.

In the words of one city planner, out of fashion are barbed wire and razor wire that make the city look like "a war zone,"and chain link fences in front of houses.

In style are fences with tubular metal bars and awnings that cover all that unsightly barbed wire.

The issue is emblematic of the crime-plagued city's ongoing attempts to remake its image -- from the ground up.

Many of the regulations being considered have been on Newark's books for years, even decades, but are scattered across various parts of the municipal code and have been enforced sporadically.

One of the enforcement efforts caused a stir last year when the city asked small businesses in some areas to remove barbed wire from fences that border sidewalks, per a 1966 ordinance. Some business owners complained that burglaries rose as a result.

That prompted city officials to take a closer look at the codes.

"We discovered there were provisions for fences all over the codes, some of which were oddly descriptive, some vague and many that didn't make sense," said Alex Dambach, principal planner for the city's planning board.

The consolidated fencing rules would ban barbed wire from the front of a business if it is visible to passers-by, but allow it in the back of a building. They also would ban chain link fencing in favor of fencing made of tubular metal or wrought iron -- both of which are more expensive.

"Small business are already suffering because of the economy, and now they're asking us to pay for this?" said John DeSantis, owner of a lot used by an auto repair business in Newark's West Ward. DeSantis said the business has been broken into more than a dozen times since he removed the barbed wire at the city's request last year.

The Church of Christ sits across the street from DeSantis' lot, and the Rev. C.H. Thomas said 15 or 20 cars have been broken into or vandalized in his back parking lot since he took his barbed wire down. He is not a fan of the city's effort.

"My personal idea is that before you beautify the city, you make it safer," he said.

Homeowners with chain link fences in front of their houses also will have to change to tubular metal or wrought iron. That got a divided reception from some residents Wednesday.

Ed Bowles, 66, a Newark native, felt the city should take on some of the financial burden.

"If I'm being forced to make improvements to my house to improve how the city looks, the city should pay for it," he said.

That view was at odds with the one expressed by Byron Clark, an organizer for the Forest Hill Community Association in Newark and a four-year resident of the city. He compared the fence initiative to requiring children to wear school uniforms.

"Part of the urban transformation is in the way things look, and often times in urban areas expectations are set too low," he said.

Dambach said enforcement of the rules is the key remaining issue to be resolved before the proposal is presented to the full planning board. He said that if existing homes that violate the codes aren't exempted under a grandfather clause, they would be given "a few years" to come up to code.

City Councilman Ronald C. Rice, who represents DeSantis' district, echoed that sentiment.

"We have to balance good public policy with efficiency and realistic expenditures," Rice said. "We are in a recession, and people don't have a lot of money to get capital things done on their property. We have to find some equitable way to implement the law, rather than penalize folks."

It took the Romans just six years to build the wall, stretching 73 miles from Wallsend to Bowness-on-Solway.

Speaking on Tuesday, a Newcastle City Council spokesman said a series of minor problems had delayed the project, which should be finished within a week.

The Roman barrier, built in AD122 by the emperor Hadrian, is a World Heritage Site.

In tribute, Newcastle City Council leaders decided to erect the £29,000 fence along part of the new Hadrian's Trail, about a mile from the remains of the wall.

Local councillor Barry Phillipson blamed council leaders for the delay.

He said: "I don't know exactly how long it took the Romans to build the section of the wall that runs through Lemington.

'Minor delays'

"But I doubt whether it was anywhere near the three years-plus it has taken to begin the installation of the Hadrian's Trail fence. It's been a shambles."

Maternity leave, a fire at the artist's studio and an armed robbery at the contractor's offices have all delayed the project.

Councillor Pauline Allen, executive member for culture, heritage, libraries and sport, said: "The fence element of the project has experienced a series of minor delays beyond the control of the project.

"The fence with Roman figures is due to be fully complete by next week."

Debris and water backed up at the fence during a storm July 12, leading to flooding at the port of entry at Lukeville and Sonoyta, Mexico, and at the Organ Pipe Cactus National Monument.

"One of the reasons for it was the debris that accumulated on the fence itself," said Lee Baiza, superintendent of the monument, a lush desert tract overseen by the National Park Service.

Environmental groups have criticized how the Army Corps of Engineers and federal contractors have designed and built a range of fencing and vehicle barriers along the Arizona-Mexico border.

In particular, they've denounced Homeland Defense Secretary Michael Chertoff's waiver of environmental laws to hasten construction of the 670 miles of fences and other barriers planned by year's end along the nearly 2,000-mile U.S.-Mexico border.

Much of the pedestrian fencing on the Arizona border consists of 10-foot-wide and 15-foot-tall steel-mesh panels, some featuring wide horizontal grates at the bottom to let water and sediment flow through.

This compared with a combined profit of 1.04 billion yuan in the 71 large- and medium-sized steel mills in May. Their aggregate profit totaled 1.73 billion yuan in the first half this year, said the latest statistics released by the China Iron and Steel Association this week.
Signs of recovery in the global economy have prompted Taiwan's top steel maker, China Steel, to raise domestic prices 9.4 percent in September. It's the biggest increase in a year and comes amid growing demand.

China Steel, whose announcement came after similar moves by bigger regional rivals such as the mainland's Baosteel, expects prices to rise even more this year as a global recovery boosts demand in everything from consumer goods to infrastructure projects.

"We've seen demand recovering after hitting bottom around April," L. M. Chung, a company vice president, told Reuters by telephone. "More price upside is likely at least throughout this year, as long as there is no abrupt surge in output in other countries."

The price adjustment, China Steel's second straight rise this year, was on the higher end of the 5-10 percent rise expected by some analysts and wider than a 7 percent increase for July and August.

The wire-mesh technology will be tested on a 200-meter, landslide-prone stretch of Kennon Road which will be used by the company to illustrate that there are ways and means to prevent the occurrence of landslides.

Engineer Roy Manao, DPWH regional director, said that representatives of Geobrugg company have inspected the place on Kennon Road where it will apply the wire-mesh technology which is expected to stabilize the areas alongside the historic zigzag road.

With the technology, non-corrosive metal balls will be installed together with wire-rope nets and will use soil or rock nails for flexible slope stabilization.

The anchorage is inflexible and cost-intensive on account of the pre-determined geometric form of the nets and the rigid, narrow anchor spacing, the DPWH said.

Manao said the wire-mesh technology had been tried and tested in Switzerland where the company had changed the shotcrete portions of the slopes, adding this eventually restored the vegetation which helped hold the mountainside soil from being washed away by rains.

The DPWH said the company will install the wire-mesh structure on Kennon Road for free. It will be bringing in the materials to be used just to illustrate that there is a way to restore the vegetation of the barren mountains.

He said the occurrence of landslides, rockslides, and mudslides on major roads in the region is causing inconvenience to motorists and delay in the transport of agricultural products to the market.

If the technology is effective at landslide-prone areas of Kennon Road, Manao said, the DPWH would use at other landslide-prone roads.

He said the Singapore-based company said that not all slope-stabilization methods are not as good as promised because shotcrete covers are unaesthetic.

DHEC officials offer a number of tips to help manage the number of mosquitos in the area:

Window/Door Screens: Mosquitoes can be kept out of the home by keeping windows, doors, and porches tightly screened (16-18 meshes to the inch). Frequently, mosquitoes follow people into buildings or enter on humans or pets. For this reason, screen doors should open outward and have automatic closing devices. Screens should be kept in good repair.

Avoiding Mosquitoes: Most mosquito species bite at night, especially during twilight hours, but some species bite during the day in wooded or other shaded areas. If possible, avoid exposure during these times and in these areas. Children usually do not notice mosquito bites while engaged in play. Be especially watchful and see that they are protected. Avoid wearing perfume or scented products.

Protective Clothing: Wear light-colored clothing rather than dark when spending time outdoors. Considerable protection from mosquito bites is offered by clothing made of tightly woven materials that cover the arms and legs. Button the collars and keep trouser legs tucked into socks or boots.

Vegetation Management: Homeowners can reduce the number of areas where adult mosquitoes can find shelter by cutting down weeds and overgrown vines adjacent to the house foundation and in their yards and mowing the lawn regularly.

Repellents: Repellents are an important tool to assist people in protecting themselves from mosquito-borne diseases. A wide variety of insect repellent products are available. CDC recommends the use of products containing active ingredients that have been registered with the U.S. Environmental Protection Agency (EPA) for use as repellents applied to skin and clothing. EPA registration of repellent active ingredients indicates the materials have been reviewed and approved for efficacy and human safety when applied according to the instructions on the label.
